This is a NEW SECTION. It covers, in detail, FAR §91.209, which discusses the three periods of “nighttime” (Sunset to Sunrise, Beginning & End of Civil Twilight, and 1 Hour After Sunset to 1 Hour Before Sunrise).

Revised the direction of the greater than symbol for “subsonic.”

National Airspace System, Chapter 13, Section 4

Clarified the speed limit inside of Class B Airspace. Added 250 KIAS restriction inside of Class B, above 10,000 feet MSL, and 200 KIAS below 10,000 feet MSL.

National Airspace System, Chapter 13, Section 5, 6, 7, and 8

Corrected typo on Weather Minimums.

Weather Information, Chapter 17, Section 6

Added Takeoff & Landing Performance Assessment (TALPA) and Runway Condition Assessment Matrix (RCAM). This is the new process for disseminating Runway Conditions that went into effect on October 1, 2016. This data can be found in the airport NOTAMS.

Federal Aviation Regulations, Chapter 12, Section 7

Removed “EST” from the example NOTAM made available for decoding. 1305011200-1312111200EST should show as 1305011200-1312111200, as this time is displayed in UTC, and NOT in Eastern Time.

Navigation and Flight Planning, Chapter 9, Section 4

Added guidance on how to use the new ICAO Flight Planning format which will be implemented in January 2017. FAA Form 7233-1 will be superseded by FAA Form 7233-4.
